Our implementing subsidiary is operational in the Western North Region, with a Ghanaian team on the ground, directed by Nana Danso Asare — Paramount Chief of Sefwi Bekwai and custodian of the stool land across much of the project area.
The division of responsibility is deliberate, and we would rather state it plainly than let anyone infer it. Berlin holds fiduciary responsibility; Sefwi Bekwai holds the work. The German association raises and accounts for funds under German law. The Ghanaian entity employs the field team, holds the local relationships, and carries out the restoration. Neither could do the other's job, and a project that claims one office does both is usually run from the wrong one.
In practice it means the people negotiating with landowners are from the district rather than visiting it.
